There have been a large number of comments regarding the development of international agreements. bronchitis ,16015140, medications 00.html”>This article from DW goes into detail into the negotiations between states and groups of states to develop an international code of conduct. This code or agreement or treaty (however this all comes out) is designed to persuade countries or organisations to be responsible when launching satellites into orbit. As the article states:

[…] the EU has just announced plans to invest in a massive undertaking – it is launching negotiations with state and private sector bodies to regulate outer space activities and deal with the masses of space junk orbiting our planet.

The European Union’s draft proposal – “International Code of Conduct for Outer Space Activities” – was unveiled as 110 participants from more than 40 countries gathered for a multilateral meeting in Vienna

Of course, in order to verify compliance with any treaty (or code-of-conduct or agreement), a space surveillance system needs to be used. At the moment, the US STRATCOM system is the only one that is at least publishing the positions of a large portion of the orbital population; but there is a need for a parallel system to provide correlation of this data.

No such system exists today, but with the growing interest for regulation (or self regulation) of the near space environment, there is an urgent need for this system to be developed and deployed.

In a recent article, arthritis found here, medicine it was reported that the cupola on the ISS had been hit by a micrometeoroid or piece of debris. As the article explains, this kind of impact is commonplace on space missions. These MMOD (MicroMeteoroid and Orbit Debris) impacts usually go undetected, especially in unmanned missions, but when it is on a glass panel, it is easily visible against the black background of space.

What is surprising is that for missions in the past, such as for shuttle flights, the risk of losing the mission through the impact of space debris was considered to be the third highest risk, after the launch and re-entry risks. In fact, the article goes on to state:

The Program Requirements Control Board (PRCB) results – which took into account satellite breakups and a variety of other components evaluated to be in Atlantis’ orbital neighborhood – showed that the overall risk of a Loss Of Crew and Vehicle (LOC/V) scenario due to MMOD impact(s) to the Thermal Protect System (TPS) was 1 in 185, with an error factor of 1.35 based on MMOD distribution, velocity, and density uncertainties.

That is really high. Even though was just for impacts to the thermal protection system, this is much higher than the level of risk which would trigger some kind of remedial action for ESA and other space operators’ unmanned satellite systems.

It goes to show that the pervasive danger posed by orbital debris is not just some scaremonger’s story and the sooner we take steps to detect, track and predict the presence of debris to protect all missions on orbit, the safer everyone will be.
